I wouldn't be so sure. You can still contact the webmaster and/or his host. For example in my case the backlinks are on several domains hosted with FDCservers.net. Here's my email communications with FDCservers so far:

To be more specific, our domain 18closeup.com has recently been saturated with extremely harmful backlinks from domains k3996.com k3997.com k3998.com (Server IP: 74.63.73.196) and ok3388.com (Server IP: 74.63.73.194) . This appears as a clear attempt to harm our Search Engine rankings and will not be tolerated.
What is your policy on this matter? Could you please take any appropriate actions to stop these unethical practices?
