The only tool that can be accurate is a tool that indexes and analyzes every single page online and their linking relationships. No search engine makes that data available. Yahoo made "some" available. Google makes almost none available.
To my point, you can't possibly know more than a fraction of what sites are linking to your pages, unless you have very few inbound links that are very strong.

Again, you've made that up. PageRank is Google. Google is PageRank. Obviously it goes beyond the initial formula for link/page valuation... but PR matters.
