That's right... And the powers at that be in the authoritarian states (and that includes the US, UK etc.) don't like that people can communicate securely, so they're going after tor the only way they can - by making it so legally and financially onerous to host an exit node that no one will do it.
Tor is also an extremely useful blackhat tool for some situations... It supports https and is generally reliable, even if it is dog slow. I would be sorry to see it go.
