If we're talking about Halabja, this was during the bloody 8 year Iraq-Iran war, the gassing occurred during a battle between Iraqis and Iranians; the Kurds had been killed with a cyanide-based gas. Iraq was not known to possess this, whereas Iran was known to use it.
The most likely explanation is that Iran attacked Halabja with the gas which killed the Iraqi Kurds. That story isn't particularly useful for War on Iraq propaganda though.
