And considering he was arrested for suspicion of tax evasion, he is exactly the type of person who would have such a thing, and for exactly that reason.

Sure, they could probably hunt you down and track your ATM, bank, mobile movements, but if you were in deep shit and needed to go off the grid, you could make it very difficult for them to catch you.
