I imagine there will be a lot of suits against the school district but that isn't money in your pocket the next day. A lot of people like to have funerals within 5 days.

That's not to say local businesses, churches, individuals and even funeral homes are not stepping in to lessen that burden.

School systems are slow to spend money and there has to be board meetings, etc. Even if there is money there to cover them I imagine it will be a reimbursement scheme.
