Gun culture is still the issue though.
Crazed kids in a gun-free state can think "wow I'm in a gun-free state, I can shoot lots of people knowing that they're unarmed". But kids in the UK, where handguns are banned, don't think that way, because there's no pervading gun culture to compare it with.
