Here's something you could try - pass a law that says whenever a girl gets an abortion, the father also has to go into a room and get the inner lining of his rectum sucked off with a high strength vacuum, or, in the case of your particular fetish a late abortion, the guy has to get his rectum and urethra dilated and some kind of mass inserted then extracted in pieces.
I think the young guys in your state would start to think twice about getting the girls pregnant then.
