How long did it take this off duty office to respond? Two minutes? Three minutes? Long enough for police offices in police cars to show up....
I'm sorry, but once the shooter pulls out a gun it's too late. The shooter will be able to take out two or three people with a small handgun long before anyone will be able to respond - and usually more. It's not like a bad guy takes out a hand gun fires a shot and misses and someone else will be able to understand the situation, ID the shooter, draw their firearm, and take out the bad guy.

The police officer was driving by heard the shots, followed him into the theater and instead of shooting him he shot a bystander. She (the guard) chased him down and shot him
