The problem for me with most "public" shots, is that they don't look very public. For example, naked girls in the forest. YAWN, big deal. There's also no setup, and they always look staged.
What can be sexy about public shoots is the risk of getting caught. The girls should look a little afraid, a little nervous, and Horny & Excited because of it.
