Then the State(s) should go after other parents who relinquish all rights to the children, that are also on assistance. Just because it was I guess done not how the state approves, same outcome, same thing. Given that, I would think this guy could go and fill out the paperwork like a parent does that does give up all rights...
Think the State should focus on Fraud of these assistance programs, and not the honest people trying to help someone, and or not trying to mooch. Leave the guy alone and pay his attorney fee's
