On reservations, Indians are suffering the effects of being a bunch of lazy assholes, getting tons of benefits and living on reservations while blaming the world for their problems. That's pretty universal and has nothing to do with Canada or Alberta. There aren't a lot of successful reservations anywhere in North America because not making people work for something, not expecting great things from them, not having a culture that respects success, turns them into useless assholes with one hand out with the other gripping a dime bag of meth.
