As a consumer it is important to understand where and how the entity is registered and licensed. To obtain card issuing licenses an organization must be licensed in the jurisdiction it is applying for issuing cards in. In some card issuing configurations there are 2 entities, the program manager and the license holder / BIN sponsor. The program manager runs the card program, interacts with the cardholders, and the license holder has the issuing licenses. This is a popular configuration, but doesn't necessarily require the program manager to be licensed (all depending on jurisdiction).
What I am saying is... look at both, the program manager and the issuer. It provides some more information. The BIN sponsor is usually clearly shown in the footer of the program manager.
