so im looking at the 2.6GHZ quad that comes with a 1TB HD i don't need, I want to use my own SSD, but i have to buy it with the 1TB because they don't sell the 2.6GHZ with the smaller HD

The same reason Samsung don't sell TV's without the tuner, flat panel or video processor.
A barebones system such as the shuttle or similar that's similarly configured will cost you around $400, then add operating system, CPU, RAM, Video Card, Hard Disk and you've come up to around $800 for the system.
A Mac Mini comes in at $150 below that, so what's the problem ? Just get the Mac Mini, make a boot USB thumb drive, add the SSD as your boot drive then install Mac OS on it, store data on the 1TB drive and then you have a super quick booting Mac with 1TB of storage.
