Developing nations are always lab rats and places to send meds that were taken off the shelf in western countries for being deadly or unhealthy. I had a pharmacist in Cambodia tell me they get expired meds from western nations and repackage them to sell as new. It's all horribly criminal and no one seems to care that it takes place.
