It is, and everyone involved in such a thing should be locked away. But no one ever wants to talk about what they do to poor brown people because they are expendable and there is virtually no legal recourse in some of these countries for killing or harming people with medicine or vaccines. It's literally a free-for-all in SE Asia and parts of Africa for pharmaceutical companies.
