The President shall have Power To borrow Money on the credit of the United States;

We can debate what the Constitution says and what it does not say until we are blue in the face. It says the Congress shall have the power, but it does not say the President does not have this same power.
Every time I come across the Constitution, it seems to be very vague to me.
