Which is really how you take down any site that depends on user generated content. North American laws about documenting consent and age in a porno film are pretty light compared to most other nations in this world.
And as hard as it is for me to say this... The police are your friends in this situation.
So if it is a torrent site or a tube site. One of the easiest things to do is inform the police (in the nation where they are hosted) that certain site has videos with no documentation. (A written letter might be necessar and send a copy to Interpol)
Then watch them raid the place. (Raid a guy enough times and eventually he is gone forever)
