What? You want ISPs to investigate every computer attached to every IP to check if they have downloaded content? How will they do that? Who will pay for the forensic work needed?
Haha, you're funny.

Again, do you read the words in my post or just sit there smearing jam over your face typing the first thing that comes into your head?
They cannot prove the person that pays for the IP address is committing any crime. This is why NONE of these cases have EVER gone to court. If you contest the blackmail letter, they just give up. Because they cannot prove it.
So they need as many producers as poss to sign up so they can send as many letters as poss and extort as much money as poss.
Ever wonder why no other UK porn producers are working with them and they had to go to america to get clients?

Loads have done it in the UK and in the USA, which is how this scam works. You really aren't comprehending any of this are you? It's like discussing something with a potato.

No, they *think* that IP downloaded a file that may or may not be copyrighted material. They can't prove a thing. Which is why it is just a scam for an old washed up porn producer that didn't work out how to make money online.
