Technically minors can't be on the internet, since they can't own an internet connection. The owner of the internet connection that was used to do this, should be the party responsible.
Just like I can't make some website responsible if my 12 year old visits it and she sees something she's not supposed to. My home, my internet, my fucking responsibility.
Someone once hacked a company website of mine, turns out the person that did it was a minor so the parent got fined.
But then again, different countries, different laws.
