Licensing is simply a form of tax. The government is taking money from the business. If it fails the government loses nothing. The govenment has not invested in the business.
And your second question makes no sense. Im talking about government interference in the way a person runs their own private business. It has nothing to do minorities or majorities. Im not sure that you even understood my point at all....
