So basically, they think it's ok for people to make false claims in the event that it could damage genuine claims if they were punished. With no care at all for the guys lives they ruin in the process...

I hear you.
And yet the absurdity of taking that position is painfully self evident:
- Real rape victims, both actual and potential, have the most compelling reasons of all to discourage false accusations.
- No one (outside of the middle east) would suggest punishing crime victims unless it was 100% certain that they were lying.
Too many people are too stupid for their own good.
