The reason its being discussed is due to them wanting to set limits on it similar to alcohol. Which is fine, but 9 nanograms is still in your system the next morning after smoking, and 9 nanograms is a tiny amount for a daily smoker. You are not still inebriated even after 3 or 4 hours. The effects of the thc is gone, but the test would still put you over the limit.
