No my "logic" doesn't say that at all.
Chicago has a population that is 32% black. In Chicago (and most of the U.S.) the unemployment rate for young black men is VERY high. They live in poverty with no education and no jobs. They migrate to gangs.
Toronto has only 8.4% of a black population. Not sure about how many gangs are in Toronto.
But Chicago has ALWAYS had gangs...it was where the Italian Mafia was based out of in the early 1900's for instance.
Gang violence has always been huge in Chicago.
Some cities just have a higher population of disaffected youth than others.
Until places like Chicago can draw in businesses that can provide high paying jobs that will inspire the youth to go to school (instead of dropping out and joining a gang) I'm afraid that the high murder rates will continue.
You have to address the problem...not the symptoms.
You guys should be proud that Toronto (and Canada) have a society that doesn't seem to include a lot organized crime and gang activity.
