#2. the majority of population, thus pollution, in the the area you are mentioning is in the USA. Canadians just have more world sense and try and clean up your messes.

#3. I live in Manitoba, and have to deal with the crap Americans put into the red river every day as it flows into Lake Winnipeg, 150 feet from where I'm sitting right now. The red river is DISGUSTING, and that's an AMERICAN issue polluting Canada. Some American towns dump their sewage into it RAW. Lake Winnipeg was just named the most endangered polluted fresh water lake in the world recently thanks to America.
