Don't blind redirect your mobile traffic.. Instead either output different html when mobile is detected, redirect to m.domain.tld, or use responsive designs.

I don't think it's happening anymore, but for the most part if a certain country has an unusually high payout CPM for mobile redirects, chances are that it has to do with one click blind signup bs while it lasts..
