In the U.S. it's better just to use your bank. They are actually regulated and all the policies are spelled out in a member agreement. They can't just unilaterally decide they are going to hold your money indefinitely until you resubmit a photo ID and sign in blue ink because your license expired yesterday. There are certain procedures real banks must follow and usually there are certain timelines involved. If you have a dispute or believe they aren't following the law there is usually a government agency you can complain to. As I understand it minus the anti-money laundering agency FinTrac (which is looking for money laundering and terrorism, it has nothing to do with protecting YOU) and answering to their own bank in Belize (or wherever the hell it is now) Paxum can do whatever they want. If the owner decides "Hey I hate that fucking guy. I'm going to deny him access to his money as long as I can!" there is little you can do as I understand it besides try to bitch here and maybe sue them.
