It's easy to think this doesn't affect you and just look the other way, but consider the following.
If your traffic was 1:400 several years ago and it's 1:700 today (figures vary, but everyone is significantly worse off), how much of that is aggressive billing practices? I'm not saying the +300 in this example is entirely cross sales. It's a combination of cross sales, piracy and the economy.
So let's just say hypothetically speaking that 25 of the +300 was caused by aggressive billing. That means the industry snakes have cost the average webmaster thousands if not tens of thousands of dollars. Remember that each time you see their names. They have cost you money.
They aren't just some entertaining forum screen name that you love to hate. These guys have taken money away from you and it hasn't been in a legitimate manner.
If a site has cross sales, don't promote it. If someone wants to buy traffic for a site with cross sales, don't sell them the traffic. Treat cross sales as if you were sending your traffic to a site with a virus. It could be years before Visa/MC or the government puts and end to high risk merchant account cross sales. It will happen eventually, but god only knows what our ratios will be come then.
