100% agreed.
Maybe in the beginning it was a good strategic move meant to make friends around the world.
But I'd say that decades later it is an utter and complete failure (everybody hates us because of all the conditions we attach to the money).
Just like everything the U.S. Govt. does it's full of fraud, waste, and corruption.
