He did.
I visited twice Venezuela ( Caracas ) around 1990, then again in 2009 .
For the population, a big positive difference..For the corp or gov conected individuals, a big slap in the face...
If americans would only research history and see how they used & abused Central and South America ( UFB ), you maybe would understand .... but I am not holding my breath for that
