I've seen alot of sites struggle with the 'no customers/no cam girls bother logging in' vicious circle but one way to try to break through could be to offer a 'paid chat only' mode to new sign-ups. That would make your site more attractive to chicas who are interested in new sites but who don't want to waste valuable earning time sitting in free chat on a quiet site. Since a paid chat only mode would make your site more attractive to chicas who know how to earn, you could dedicate more of your time/$$$$ to attracting paying traffic to the site.
A few sites have tried to address the 'no cam girls' online issue by offering an hourly wage to sign-ups but again, most professionals won't work for a guaranteed low hourly wage when they could be earning many times that on other more established sites
dunno if this fits the theme of your site or not, I just thought I'd mention it because the one thing I hear alot is that cam girls who work the network sites want viable alternatives, they're just not willing to waste time dedicating free chat time to slow sites. I know many successful cam girls who work free chat on established high paying-traffic sites while simulteneously split camming on slower 'paid chat only' sites.
