I see those pictures and I see a lot of people who either have been or will be in jail or who are living on the system. I grew up in it. As a kid I lived in a little redneck town filled with white trash. While there wasn't a ton of drug activity (although there was some) there was plenty of other crimes. Most of them were actually sexual in nature and were fathers diddling their daughters or women getting attacked by drunk guys. There was also a ton of domestic violence. There were plenty of people in that town that got arrested on a regular basis and many of them got government assistance of some form or another.
