i live across the street from that hotel. the water from that particular cistern was only used for cooking and such, primarily in the coffee shop, which i did use to frequent when i got my coffee on the outside.
the autopsy was just released, inconclusive. they think she was high on ectasy but it's really bizarre how she ended up in that tank, it's not easy getting all the way up there.
also, the cecil hotel is not for the naive, it's a cheap hotel/hostel in downtown and has historically drawn crazy people, it's a stop on a la horror bus tour, richard ramiraz stayed there when he was on his killing spree. hell, my barber tells me about the days when he was up to no good and running shit out of the cecil.
