Trim the vid to desired time using windows live movie maker (I do 10secs). Save as wmv. Then use "Free video to jpg converter" from Dvdvideosoft (I tell it to make 100 frames from the 10sec vid). In Gimp, use "open as layers", select the 100 jpgs you just made. It will open them into one image file as 100 layers. Crop & scale to about 300x300 pixels or less. Change image color mode to indexed 256colors, use normal floyd steinburg dithering. Export as .gif, check "as animation" and "loop forever" and voila. Adjust duration of vid, # of frames & image size according to what size, length of gif, etc. you want. Sounds complex, takes less than 5 mins per.
