Any kind of forum, blog or site comment section that allows "follow links".
There are extensions for web browsers that show which links are "follow" or "no-follow".
"No-follow" is obviously what you don't want if you don't mind not ranking in search engines, but still good for local traffic in that specific site/forum/blog.
It's hard to find some decent high PR sites that allow "follow links", but they are out there.
There are even some .edu sites that you can sneak a link in if you can.
Also, if you want to back link from certain sites, try not to be all spammy about it. Engage in convo, suggest a link every once and while (meaning not every day).
Its easy to detect a sales man, and they'll tear apart.
Best to become part of a niche community (even multiple), Make some online buddies, build a rapport.
