Ok, so what you are essentially saying is if I had my own merchant account, I would just pay the fee once with any number of payment gateways that I used. However, if I decided to use 3rd party billers, like Epoch and CCBill, in conjunction with my other payment gateways, I would be required to pay this fee to each 3rd party biller right?

If I already had a merchant account, I could plug into netbilling and other payment gateways like netbilling and only pay this fee once?
