Becoming the first female president in history is probably something that is still on the minds of the Clintons, thus retired or not she'll still want to toss a stance out there every so often on major issues to keep everyone reminded that her opinion still matters, just in case she decides to make it official for 2016.
In other words yes, at the moment whether she admits it or not, she's campaigning.
