Unless the owner or operator of the site is located in Taiwan they are not protected, they can be prosecuted in other jurisdictions if they did the things which resulted in the copyright infringement from those other jurisdictions.
For example, if you live in the United States and launch a cyber attack on UK interests using Taiwan based servers then I doubt you would have the protection of Taiwanese laws.
