The stie even has a disclaimer that it does not accept donations, so sucky as the situation may be, the guy is apprently doing nothing wrong or illegal by having put up the site.

Okay, I might have jumped the gun on that.
Although the "Chris Mallick and UNICEF", "Chris Mallick & Children's Medical Center in Dallas, Texas" and "Chris Mallick and The Salvation Army" would imply that he, if not working with them, would at least have donated to them. In that case the charities he names might be interested in actually receiving a donation.
