If not this then maybe it was delayed. Or maybe there was already a cookie from before. Or "it was just a temporary glitch and no significant sales were lost"
We all know it happens a lot. It doesn't come up here much because it's difficult to prove and if you fail to prove it you are banned.
Personally I think it's fraud and if a U.S. party is involved in it -even as a rep who knows it is occurring and especially if they facilitate it - then I believe there is a case for criminal charges and jail time. It's basically fraud across state lines (or internationally across borders). It's a shame that it's a long shot that justice will ever be served. It's no different than check fraud or obtaining goods with counterfeit money or credit cards. Instead of goods it's traffic being obtained under false pretenses through fraud.
