There are hundreds of cases of the FBI coming up with a plot like this, then giving fake bomb material, then have the patsy try to detonate it and then arrest him right then and there.
They could easily have come up with the plot like they always do, give them REAL material OR the patsies switched in REAL material and actually pulled off some of the plot.
