We could create some complicated schema, not all on all, but, perhaps, group 1 on g2, g2 on g3, g4 on g5, g5 on g1.... Or the classic double g1/g2-g5, g2/g1-g3, g3/g2-g4, g4/g3-g5, g5/g4-g1; etc.
Or just randomly, some select some sites, and put 3 on their site, in exchange they get 3 to their site. What do you think?

Google went after several big link farms not so long ago, nothing prevents them from signing up for the link farm and tracking most of the sites that participate, then annihilating them.
With some of the lamest farms, then didn't actually have to sign up as the footprints were too obvious. So, you need to adopt some true guerilla tactics and have a good plan before launching a link network. BTW, there's a massive Russian one that has survived all the sweeps (at least last time I checked), so definitely not impossible.
