If the whole goal of the post is to get people to sign up under your referral code, it's spam.
I had a guy looking for hosting, I gave him my ref code, said sign up under me if you want, also helped him with a bunch of stuff, the url tracker I was using at the time is no more so he couldn't sign up under me, I gave him a new ref code url, but he had already signed up without my code by the time I got him the new one... He asked if there was anyway to give me credit, I told him not to worry.. Why? Because sure i could have made $20 off him signing up under me, or I could have helped a fellow webmaster get good reliable hosting... I opted for the latter... Because if you truly believe what this guys saying, he wouldn't have put ref codes and banners in his post, but would have ended the post with "if you want to try them, here's my ref code, or not, that's cool"
