This sounds like more of a political witch hunt to me to absolve liability and feed someone found easily to the angry mob.
It's a third world country. The building codes there are shit and this guy probably wasn't any better or worse than any other building owner on his block. However 400 people died and it's a third world country.. He is to blame but who knows how old the building was, if it was somewhat new they will probably go after the contractor as well.

Of course they will never go after the govt building inspectors or the guys that took the bribes in the govt to let stuff like this slide by. He will be in jail for life or executed no matter if he's guilty of negligence or it it was truly an accident or out of his control. Doesn't matter he will be the scrape goat.
