Third world is quite a broad category and India was certainly a third world country on the scale of its poverty and the condition of its infrastructure and so on. Only later it progressed to become a "developing country" and then to an "emerging market" and now to where it is "a growth market" and the 10th largest country in the world by GDP.
Having a nuclear program doesn't mean shit....... and poverty is still massive. GDP per capita is very low (I think under $2000) and the country is in debt.
