Actually, they pretty much do look 'the same':

That could be two or three different people with different hair and outfits. Of course, make-up and Photoshop can do anything these days, and beauty pageants everywhere aren't exactly renowned for accepting a wide spectrum of physical appearance.

Basically they have to look like dolls.
