Generally speaking, the cartels stick with more lucrative ventures. Prostitution is not only legal, it's socially accepted. A lot of women do it on a part-time basis to make ends meet, even while holding another job or going to University full-time. Pimping is illegal, although the higher-end "prepagos" - like models, etc., may use an agent to make initial contact with a client.

You don't have to pay for sex in Colombia. But it's been my experience that "romancing" a Colombiana leads to more emotional headaches than it's worth, especially if you aren't looking for a real relationship - because a Colombian woman is ALWAYS looking for a relationship. Paying at the end of the night let's them know exactly where they stand, relationship-wise.
