Once i tried to take cash from ATM, and i got nothing out, but my account was charged for cash.
And that is were you start to dance 
If bank don't clear you at the point they do this, and give you money back when and if they see error than you can only fill some documents via Paxum, pay ~40$, they will send it back to bank, you will wait upto 45days for them to send evidence you took money or you will get your cash back from pending charges
And it's not paxum fault, it's bank and atm fault, and yes you will pay to get your money back... IF THAT IS SAME CASE AS YOURS...
