25% is more than 15%, absolutely. But that is very rarely the argument used. The argument is "the rich pay less in taxes than the poor." If you want to say "the rich pay a lower percentage than the poor", that may or may not be true, depending on the scenario, but that is very rarely what is trumpeted as it does not sound sexy at all.
