I just re-read my post and it seemed a bit ambiguous, so let me try and clarify:
It is not worth having a Twitter account if you are not offering something meaningful to your followers. So many Twitterers (I think that's what they're called) just barf out information several times a day, which is fine if you're a big-time celebrity and people would sift through your garbage given the chance...but for everyday people, engagement is the key. Your followers need to feel like they are getting something by following you - whether that is insight into your personal life, the ability to communicate with you more directly or whatever.
If you can come up with a decent approach and have the time to put into it without just making your Twitter feed a regurgitation of your Facebook posts, then by all means, go for it. If not, your time is probably better spent elsewhere.
